English Version

On February 11, Dutch police arrested 16 individuals in the Netherlands on the accusation of disseminating IS propaganda, glorifying martyrdom, and inciting terrorist attacks online, specifically on TikTok. Investigations started in August 2025 when the Hague police unit found a TikTok account sharing IS propaganda with Dutch subtitles. As a result, investigations have moved on a national level and led to the arrest of 16 individuals scattered throughout the country. Prior to today’s arrests, on January 20, 2026, Dutch police arrested the main suspect in the investigation, considered to be the ‘leader’ of the network. Aged between 16 and 53, including 4 minors, the individuals detained are 3 Dutch nationals and 13 Syrians, who are (behind Ukrainians) the second-largest refugee group in the Netherlands.

For several years, ITSTIME has been monitoring the presence of pro-IS users on TikTok and, more broadly, on all major social media platforms (encrypted messaging platforms and social networks) where supporters of the ‘digital caliphate’ operate. In recent years, ITSTIME analysts have repeatedly sought to understand the morphology and functioning of several pro-IS networks on TikTok, classifying both the users active in spreading propaganda and the type of propaganda shared. From the institutional forms of propaganda, such as the An-Naba newsletter and the Amaq News Agency ‘news broadcast’, through the posters and videos from the Ansar Production media houses, to content adapted to the most current and popular trends on TikTok, characterised by high editing and in complete contrast to the ‘propaganda guidelines’ of the more orthodox munasirin. Within this latter propaganda framework, and following the ‘script’ of the first products released in the 2000s, we find the most recent use of the Roblox platform to produce what ITSTIME analysts called “Gaming-Jihad propaganda.” Using Roblox’s features, a typology of propaganda that shows how IS users have been replicating IS institutional propaganda, staging executions, and reproducing mujahidin on the battlefield.

Thanks to its ease of use, enormous popularity among young people, and varied editing options, TikTok is one of the most popular social media platforms among young people. Yet, it seems to have turned into a “rabbit’s hole,” dragging millions of teenagers into a distorted, surreal and, at times, dark world. This aspect has long attracted the attention of the European Union (EU), which, through the European Commission, has announced that TikTok is “preliminarily […] in violation of the Digital Services Act due to its addictive design,” leading individuals through its algorithm to engage in behaviour that could harm the physical and mental well-being of users. Yet, TikTok’s potentialities have attracted the attention of IS users engaged in spreading IS propaganda online. Despite conflicting opinions, TikTok has emerged as the ‘platform of choice’ for many IS munasirin who, in recent years, have flooded the Chinese social media with IS propaganda, exploiting the algorithm behind TikTok’s operation, which makes its feed a kind of ‘gambling slot machine’.

TikTok is therefore proving to be one of the most widely used networks for sharing IS propaganda, conducting online da‘wa operations and recruiting new supporters, particularly among the younger segments of the population. IS munasirin have thus been able to exploit TikTok’s rising popularity, showing cutting-edge media capabilities and a close attention towards the latest world social media trends. TikTok has turned into an efficient entry point for young sympathisers and supporters who, thanks to the ease with which content can be found, are exposed to IS propaganda and have the opportunity, through outlinks, to reach the core platforms of the IS online ecosystem.

Therefore, the increasingly intense use of social networks such as TikTok and the ever-growing amount of propaganda content available to individuals who already sympathise with Salafi-Jihadi groups is directly proportional to the intensification of their radicalisation processes and propaganda activities. TikTok is an effective catalyst for these processes, as it places individuals, generally young people, just ‘a few clicks away’ from jihadi content. The result? A faster and quantitatively significant transition of these users from the mass movement to the Mujahid Vanguard, actively engaging within the Salafi-Jihadi online ecosystem.

To conclude, it is possible to note how the correlation between recent arrests for Islamic terrorism and the growing activity of such individuals on social networks such as TikTok is clear evidence of an increasingly tangible threat represented by digital da‘wa processes. These processes are, in fact, capable, as Anwar al-Awlaki pointed out, of winning the hearts and minds of young (Muslim) people, thus increasing the risks of possible jihadist attacks, both nationally and internationally.
